"Over time, crime often escalates when the underlying causes are left unaddressed. Through early intervention and purposeful rehabilitation, we can change that trajectory. Every person has inherent worth and the capacity for restoration, and our work ensures that people have the opportunity to thrive. When individuals move from cycles of crisis to lives of contribution, communities become safer, our workforce grows stronger, and state resources are used more wisely. Investing in people in this way is not only the right thing to do, it is the most practical and cost-effective path toward a stronger state and a safer future."
